This is the first release candidate for version 1.4 -- being deployed to stage.

CSV Export Fixes

Hotfix to remedy inconsistencies with front-end data and CSV export.

Hotfix for csv export of drafted data.

Query for exporting data as a CSV now returns latest version ( draft or complete ) rather than just completed Workflow Steps.

Resolving blocking interface issues where a user cannot delete a flag or discussion once it is created and sent to another user.
