- Ensure that when the new parliament is created the state is acceptable
- Ensure that the process of closing and reopening is robust
When the 'Archive Parliament' button is clicked the site will automatically create a new parliament on the next request so it should be initially closed and show a message that we're waiting for a new committee to be formed.
Ensure that the required fields are set for each step and they're done in the right order.
