New localizations: French, Spanish and Hebrew
Sort languages by language name instead of language code

Fixes:

Fixed Android permissions tagged as "uses-permission-sdk-23" not showing up in installer
Fallback locale (in case system locale is not supported) is now always English
Fixed crash if an unknown locale from a higher version is selected
