Add background about EFH process and more to vignette, including citations to recently produced TMs and other materials. This info should be mostly at the top of the "Basics of Five Year Review" vignette but can be interspersed throughout if that makes more sense.

There is also an "EFHSDM" general package vignette that could hold information about the process. Either one works.

Any other edits to the text in either document are welcome!
