I used your feature with a CSV file I had at hand and tried it out, very cool!

this PR adds a delimiter detection (the swiss csv are separated by ";", seems to be dependent on Locale)
maybe the logical model should have the tools canonical (http://hl7.org/fhir/tools/StructureDefinition/CSV) and registered in the tools ig https://build.fhir.org/ig/FHIR/fhir-tools-ig/artifacts.html?
