Made a docker for this Repo

Hi, @aditya12agd5 @tomsherborne , thank you for your great work and open source code!

I think it'll be easier for anyone who wants to use this repo if the environment setup is easily available.

So I made a docker image under the requirement of this repo and already tested it.

Please check it using:

docker pull utasmile/convcap:with_java

Could you consider to merge it into the master branch?
