Release v2.1.0

• Have spoor update the hard-coded _learnerInfo data in Adapt's _globals with the actual data from the LMS, part of new feature to pull data about the learner from SCORM so that it can be displayed in the course (#1040)
• Fix bug in offline_API_wrapper.js where URL-encoding the suspend data string would cause the data to exceed the cookie storage limit (#1535)
