Description

This downgrades the chokidar package so it stops opening too many file watchers prevent running nuxt locally on mac as well as consuming too much memory. I also added commands to run locally with the correct environment file so new contributors don't have to source .env.dev every time they have a new terminal session.

Thanks for this, @cquinn540! I'll check in the issue to see if we're good to close that now. Great to have progress on running everything locally/in dev mode more easily!
