[SPARK-45743][BUILD] Upgrade dropwizard metrics 4.2.21

### What changes were proposed in this pull request?
This pr upgrade dropwizard metrics from 4.2.19 to 4.2.21.

### Why are the changes needed?
The new version includes the following major updates:
- dropwizard/metrics#2652
- dropwizard/metrics#3515
- dropwizard/metrics#3523
- dropwizard/metrics#3570
