Keep the language variables in the specific files. Move the common templates to xrechnung-html.univ.xsl

A colleague of mine had fun with your xslt-files and added a preview of SpecifiedLogisticsServiceCharges.
My last commit is just for a successful maven verfiy. I don't know if it is solved correctly. So you can ignore it. The changes don't affect the preview-feature.
