[release-0.14] CUDAなどのキャッシュを作るだけのコードにする

内容

CUDAの容量が大きすぎて、これをインストールするとコアがダウンロードできません。

以前はCUDAバージョン11.6.2として0.5GBほどのキャッシュだけで済んでいましたが、mainブランチがバージョン11.8.0になった関係でCUDAのキャッシュが消え、release-0.14のビルドが通らなくなった気がします。
緊急性が高いので、急遽CUDAキャッシュを作るだけのコードをrelease-0.14にマージし、うまく行った後revertで戻します。

Download VOICEVOX RESOURCE辺りまでは動くので、そこまでのコードをコピペして上に足しました。
