Use a different prebuilt PhantomJS

The prebuilt PhantomJS version we were using was quite outdated, and
would attempt to use OpenSSL-related libraries that are no longer
available in the latest Ubuntu versions.  PhantomJS may be
unmaintained or obsolete these days, but we would have to make a team
decision to drop it if need be.
