Rework development layers

• Move map development layers from /map/dev to /dev/map to align with other development pages
• Move most of the map development layers to use @macrostrat/map-interface components, rather than internal precursors
• Use Vike filesystem routing for most tasks, rather than react-router (table index still uses React Router)
• Remove some unused development layers
• Fix some bugs with map page loading
