solar_thermal_upstream.py
Description: This module generates the annual emissions of each flowtype for the construction of each solar facility included in EIA923 based on solely the upstream contributions. Emissions from the construction of panels are accounted for elsewhere.

Data:
- EIA-923 - The survey Form EIA-923 collects detailed electric power data -- monthly and annually -- on electricity generation, fuel consumption, fossil fuel stocks, and receipts at the power plant and prime mover level (EIA)
- solar_pv_inventory.csv - Emissions and waste streams for each facility in the United States as of 2016.
