As part of https://collaboration.homeoffice.gov.uk/jira/browse/ASL-4474 there needs to be a label as part of the establishments billing information that varies on the current year. Snippets already support using mustache templates to allow injecting context into a snippet. This adds a mechanism to pass a context to use for this when rendering a model as a fieldset or summary via the existing formatters parameter.
