Adding logistic regression & optimizing the gradient descent algorithm

Description

Logistic regression is a data analysis technique that uses mathematics to find the relationships between features and the label. It then uses this relationship to predict the value of one of those factors based on the other.

I've added this algorithm under #578 and I've made some optimization changes to the better suit the usage.
