test: update ci workflows and tests

This PR proposes the following updates to the CI workflows and tests:

• ci: update workflows and configuration
  • Allows CI building on push to develop
  • Removes duplicated static analysis workflow
  • Uses explicit workflow action package versions
  • Updates ledger toml configuration file
  • Removes device lists from workflow files
  • Adds functional test method to temporarily bypass the "pending review" screen
• ci(static-analysis): resolve collision warnings
  • Resolves header collision warning from the static analysis workflow
• test(functional): update nanosp snapshots
  • Updates nanosp snapshots for functional testing
