ci: add required package for CI/CD

Remove semantic-release/github as an independently installed package because it is included in the base semantic-release package
Add semantic-release/git because it is not included in the base semantic-release package

Types of changes

• Breaking change (fix or feature that would cause existing functionality to change)
• My code follows the code style of this project (hint: install an xo editor plugin)
• I have added tests to cover my changes
• All new and existing tests passed
