Add decimal denomination metadata to each issued asset. This data should be parsed by wallets and UI. For now all RPCs stay the same and do not take denomination when displaying amounts - all amounts displayed in 8 decimal denomination by default.
NOTE: changing default asset issuance blinding to false - unblinded!
