This adds the code coverage action that previously existed in Azure Pipelines to a GitHub action. There is one test that fails in ADLS that was apparently previously failing in Azure pipelines, but we did not notice because GitHub action causes a fail on a test whenever a non zero error code is given, where as that is not default in Azure pipelines. I suspect that we did not break this test and that it likely is breaking for blobfuse2 as well.
