Note: this will not work until the xacro rule is actually submitted to the BCR. I will keep it in draft state until then.

Replace the internal xacro rule with the xacro rule from BCR.

Preconditions for this PR to pass:

Xacro bzlmod PR: Create xacro Bazel module ros/xacro#350
Submit xacro to BCR: TODO
