Step1:Copy QRiS symbology to RiverscapesStudio project #734

Step 1 (this request) make a copy of QRiS Symbology as a RiverscapesStudio project so that the RS Viewer can resolve the symbology. Stop development/updates on the QRiS symbology folder.

Step 2 (QRiS) point the symbology folder to this new folder. Release this version.

Step 3: once qris is released, we can remove the QRiS Symbology folder (perhaps wait a little bit while folks catch up with the new version).

This makes sense. This PR is just duplicating all the QRiS symbology and leaving all the old copies behind.

This is just phase 1 of Kelly's description above.
