Bump braces and netlify-cli (#70)

Removes [braces](https://github.com/micromatch/braces). It's no longer used after updating ancestor dependency [netlify-cli](https://github.com/netlify/cli). These dependencies need to be updated together.


Removes `braces`

Updates `netlify-cli` from 6.15.0 to 17.36.4
