Commit plan for batched spin-orbit code

• add spin moves in multiwalker APIs (add makeMoveWithSpin for multi walkers #3710, set active spin val in mw_makeMove #3728)
• add spin gradients (e.g. evalGradWithSpin APIs) to TWF and TWFdispatcher for mw evaluation (Batched APIs for spinor in TWF and WFC #3714, Add CoordsType templates to WaveFunctionComponents #3887)
• add spin gradients (e.g. evalGradWithSpin APIs) to DiracDeterminant for mw evaluation (Add CoordsType templates to WaveFunctionComponents #3887, DiracDeterminantBatched xxxWithSpin APIs #4182, mw_ratioGradWithSpin for DiracDeterminantBatched #4208, mw_evalGradWithSpin for DiracDeterminantBatched #4269 )
• add mw evaluation to SpinorSet (batched evaluation of evaluate_notranspose for SpinorSet #3726, add batched evaluateVGLWithSpin to SpinorSet #3730, mw_ratioGradWithSpin for DiracDeterminantBatched #4208, SpinorSet resources  #4226, SpinorSet offload VGLandDetGradRatios #4231)
• update VMC/DMC batched drivers to include spin moves (Monte Carlo Coords Abstraction #3774, Batched driver move abstraction #3762, Finish batched driver move abstraction #3867)
• update SOECPComponent and SOECPotential to include mw evaluations(Add VPs to SOECP #4375, mw_ APIs for SOECPotential and SOECPComponent #4504)

In terms of running calculations, everything is technically there for single determinants and users should be able to run. The only caveat is that for SOECPotential, they fall back to single walker APIs from the definition in OperatorBase. I'm working on the actual mw_ APIs for SOECPotential now, which should be finished shortly. After that, the only missing piece is MSD (which should only need mw_evalGradWithSpin and mw_ratioGradWithSpin)

closing this and moving the mw_ APIs needed for MSD to its own issue. Batched Spin-Orbit is finished for our standard workflow with single slater jastrow wave functions
