Actor spawning at any spawnpoint

Description

seems like actor spawns have been bugged since the update and it seems to spawn you anywhere regardless of roles.
i.e. warden spawning at borg charger or in nukie outpost.

I can't imagine it'll be too hard to fix but if someone could look into it that would be great.
