Only prisoners are currently capable of interacting with and converting with the liberator request console, enable other free agents (closet skeletons) to be allowed to convert for a more cohesive system

Additional context

I've heard talk upstream someone's working on a SharedRoleSystem to retrieve player alignment status. probably worth waiting until that's out.
