This reverts commit 78959b2 because of a migration issue. Specifically, reverts the runtime parts, while retaining the migration and changes to models.

Changes
The migration from #26766 hasn't gone through successfully in the US, so we should revert the behavioral changes of that PR.
However retaining the migration, as we'll mark it as completed manually, and hand-hold creation of those new indexes.
