We introduced a hard dependency for
ENCRYPTION_SALT_KEYSin the plugin serverSo anyone who upgraded a hobby install got an install that wouldn't start
And anyone who installed from scratch got an install that wouldn't start

and checks for it during upgrade adding it if not present
