Problem
With this PR, I included a Rust test CI workflow that passed but didn't report results correctly. I thought that by force-merging it in, it would update the github action with this new workflow and it'd run correctly thereafter (discussion). Evidently, I was wrong, since that test still hangs (see this PR).
I'll add the test in a later PR, but this change is just to unblock CI for everyone else.
