feat: support paygate for nonexistent-free -> limited-paid, for reverse proxies

⏲️ ⚠️ Waiting on subscribe-to-all-products to be rolled out to everyone.

Problem

We don't have a paygate variant that supports nonexistent free -> limited on paid -> higher limit or unlimited on teams. This is how reverse proxy limiting will work.

Changes

Introduces paygate variant language that describes this.

TODO:

• This is messy and in a "just get it to work" state. Clean it up.
• Properly gate based on org features in the API
• Add stories for this situation, and others we support.
• Update the language for this after sub-to-all-products is fully rolled out. I don't want to play whack-a-mole here when this isn't going to be rolled out for a bit (see RFC for reverse proxies)

👉 Stay up-to-date with PostHog coding conventions for a smoother review.
