feat: Batch export filters UI

Problem

We want to allow filtering of batch export data (and maybe later transformation).
We are doing this for plugins atm so we can re-use most of the logic and concepts

Changes

• Adds the filter UI and abstracts it to a shared component
• Tidies up some of the layout for batch exports in the new UI
• Adds new filters field to batch exports
• Flags all of this

NOTE: this PR doesn't implement the actual filtering, just the business logic for configuring it
