chore: Nuke async migrations

Problem

We're not using async migrations anymore, likely will not use them in the future per https://posthog.slack.com/archives/C0374DA782U/p1702051017569959

removing the code will avoid future test failures and speed up some checks that we don't need.

Note for self-hosted users: before updating to this version all async migrations should be completed, this should be the case anyway as the update would fail otherwise.
