Description of Changes
Pass the newly updated start cycle for gated counters
Rationale behind Changes
It was passing the previously updated one which was old, which could cause too many cycles to be counted during gates.
Suggested Testing Steps
Not sure tbh.. any games which use gates (I don't have a list) most notably the DDR games use them, I think.
