This is mainly because puppet 3 is no more supported at this time: https://github.com/voxpupuli/puppet-mongodb/blob/master/CHANGELOG.md#100-2017-06-30
Also because at the time of writing, there are other bugs in creating a replicaset with 3 nodes at the same time.
