This appears in blue text on the tree, which would suggest it affects calculations, but it doesn't actually appear to do so.
Allocating "mana and arcane surge effect" which has 10% increased arcane surge effect grants no bonus to mana regen, cast speed, or damage.
This is also true for the notable in the same cluster, when adjusting the "mana spent recently" in configuration.
