User documentation release matching the 3.2.1 releases of:
- the web services https://github.com/OpenSILEX/phis-ws/releases/tag/3.2.1

The main changes affect the devices:
- the "actuator" concept and menu is added to the devices chapter of the documentation
- the erroneous guideline stating one should use percentages for the reflectance values of radiometric targets has been fixed (real numbers between 0 and 1 must be provided in the spectral hemispheric reflectance file)
... and the scientific objects :
- a useful web reference for creating polygons from a map has been added to the "Importing scientific objects" section
- how to update objects is described in the new "Modifying scientific objects" section
- how to affect one object to several experiments is described in both the new "Modifying scientific objects" section and the "Importing scientific objects" section

The main changes include:
- the introduction of the notion of "events" and its menu
- the introduction of the notion of "species" and its menu
- the notion of "agronomical objects" extended. Agronomical objects are now referred to as "scientific objects"
- through the web app, scientific objects are no longer declared with a CSV import, but using handsontable
- "infrastructures" renamed "scientific frames"

- scientific frames are still referred to as "infrastructures"
- scientific objects are still referred to as "agronomical objects"
- the application ontologie mentionned is still "eopo" (http://agroportal.lirmm.fr/ontologies/OEPO) instead of oeso
- ws-clients user doc matches the 2.6 version of the images POST service
