Specific httpd

specify more specific versions of httpd for el 8 & 9 to close out some bugs on the OnDemand repo.

Specifically OSC/ondemand#3878 and OSC/ondemand#3894.

I basically just took what you'd given Trey and added it here. Happy to fix it up as you see appropriate.

Recommend 3.1.6. Once merged and I'll create ondemand-runtime-3.1.6 tag which triggers CI/CD to generate the RPMs and release them to latest repo at which point we'll need to bump the dependency in OnDemand.
