Removing loki and metrics-bucket-storage from infra cluster

Loki is deployed in a larger way on the obs cluster, so we don't need it
on the infra cluster. We will remove the metrics-bucket-storage, which
is named deceivingly, because it was actually used for the old Loki
logs.
