After the https://github.com/NomicFoundation/hardhat-vscode/releases/tag/v0.8.4 release with the latest Slang fixes, we can now bump up the release flags to 20%.

After the https://github.com/NomicFoundation/hardhat-vscode/releases/tag/v0.8.4 release with the latest Slang fixes, we can now bump up the release flags to 20%.
