[Testing]: Build easy specification for running PyFlask tests on dist rather than dev

Mentioned in Slack, but since the full local importing adaptation to the PyFlask design, it is now essential for debugging to have the testing suite be able to run on the build distributable via PyInstaller instead of just a Flask server running from the dev environment

Once this is available and integrated into the CI, I'd be happy to take point trying to debug the associated problems on the associated platforms to leave more general feature development time for @garrettmflynn
