requirements-min is for testing and is not a recommendation and so old packages are allowed

I think these updates are ready to go, and can be combined with the changes from #395 for a patch release. (good to get our update into setup.py for folks installing from pypi). @kandersolar @cdeline @martin-springer , would one of you be able to do a quick review and approve? |

I installed with updated dependencies on my local computer. Install successful, tests are passing with warnings. Good to go!
Code changes are covered by testsCode changes have been evaluated for compatibility/integration with TrendAnalysisNew functions added to__init__.py
API.rst is up to date, along with other sphinx docs pagesExample notebooks are rerun and differences in results scrutinized
