Add Czech language and Start to dictionary template #11

  • Adds a Czech translation (with lots of help from Dan Šafka and the Czech control description document)
  • A translation for the word "Start" seemed to be missing so added this to the general template

I couldn't manage to test this locally after npm install and npm start - I got the error described here. I'm using node v6.10.1. I tried upgrading some packages as suggested but still got the error, and not wanting to spend loads of time messing around just to add a translation, which shouldn't affect any other functionality, hopefully this is fine without me having tested it, and if it runs for you then you can let me know! :)
