This updates the lto PKG_BUILD_FLAGS to:
lto - Elevated certain warnings to become errors. These warnings are advised by the Gentoo Wiki on LTO as they're known to cause issues in resulting builds if ignored: https://wiki.gentoo.org/wiki/Project:Toolchain/LTO
lto-parallel - Removed as flto=auto has been the default since gcc 10. flto=auto automatically selects the number of threads to use based on the number of processors available. Flag is unused.
lto related LDFLAGS - dropped as unneeded.
