Context:
The minimum computational specs needed are not included in the LDSSA requirements page

Goal(s):
These are, as used by the grading system:

At least 4 CPUS
At least 8 GB of RAM
Admin rights to the computer to install software

Acceptance criteria:

Requirements proposal are approved by DevOps
Requirements are added to the wiki, on the correct page
