Please change the commit message from chore(release): skip if changelog dir does not any changelog file to chore(release): don't generate changelogs if there is no yaml file in the changelog directory.
For chore(release): prevent emtpty changelog dir, there is a typo --- emtpty, please add more comments at the second line of this commit message to explain more details, I can't understand the purpose of this commit.
