Devices that report power consumption might very well have that as its primary purpose, so it does not make sense to make that attribute
diagnostics.See the discussion in #24538 (comment). I tried to figure out of there was a special rationale behind originally setting
powerto this category, but failed to track the origin of the code through all refactoring commits.
