Adds part VQFN-32-1EP_5x5mm_P0.5mm_EP3.15x3.15mm

This is used by the TI TLC5941, datasheet here:
https://www.ti.com/lit/ds/slvs589d/slvs589d.pdf#page=33

This has been added to kicad-footprint-generator here.

Travis only fails on F6.3 "missing paste layer" for exposed pad.

  • Give a reason behind any intentional library convention rule violation.

Be patient, we maintainers are volunteers with limited time and need to check your contribution against the datasheet. You can speed up the process by providing all the necessary information (see above). And you can speed up the process even more by providing a dimensioned drawing of your contribution. @myfreescalewebpage not currently, due to the lockdown. I can add a symbol once PRs are allowed again?
