Use AT&T stations for intelsat contracts rather than temporary/military stations
remove telecom configs, as they will live in Skopos instead

This should be just about ready. There's probably still some minor spelling errors I missed, but all contracts and programs function as intended. We just need to release Skopos and this'll be good to go. |

I'm not gonna try to orchestrate this release on a weeknight. I'll give it it's own release this weekend or something. |

Since Skopos is now (mostly) functional and bug-free, integrate it with RP-1. This should greatly improve the state of commsat contracts in RP-1. Due to the large amount of work required, this PR will be done in parts.
