Pharmacy - Improve IV flush/blockage/tourniquet behaviour #384

When merged this pull request will:

Handle occluded medication after IV flush with tourniquet on and taking tourniquet off with an IV blockage.
Prevent any IV medication from going through blockage or tourniquet.

Development Guidelines are read, understood and applied.
Title of this PR uses our standard template Component - Add|Fix|Improve|Change|Make|Remove {changes}.
