Bumps MagicVLSI to 8.3.160 and fixes a relocation-related problem that caused `magic --version` to hang rather than printing the version, breaking downstream tooling.

Relocatability issues are upstream RTimothyEdwards/magic#74, freebsd failure is upstream RTimothyEdwards/magic#75. We can carry these locally for now, so I'll merge this once CI runs through. |
